The Gotham Criminal Council (GCC) is a powerful network of Gotham City’s most influential figures like crime bosses, corrupt officials, and criminal organizations. The Council seeks to maintain its control over Gotham’s criminals while managing rivalries, altering alliances, and the threat of Batman & Gotham City Police Department. As Gotham City continues to face political instability and violence, the Council’s control on Gotham becomes unpredictable.

Delegates must balance collaboration with their self-interests, mediate local disputes, and determine the future of a major force within the global criminal underworld. Delegates will address critical issues including but not limited to: (1) mitigating unlawful dominance over Gotham’s legal and economic institutions, (2) settling disputes and rivalries between competing groups, and (3) responding to the threats shaped by Batman and the police department. As the alliances alter and betrayal soars, delegates must decide who shall rule Gotham City when the darkness looms. Remember, when lights go out in Gotham, the darkness isn’t the only thing that should be feared.
